An audience member asked if using `we' introduced a light tone that imperative doesn't have. Paul agreed that it does, and stated that he isn't sure he wants that tone in his writing. Another questioner asked about first person singular? Paul likes it, but he admits that it can be disturbing: "Who does that jerk think he is?" He reluctantly agrees that the first person singular should be avoided in formal technical writing. Leslie Lamport asked at this point if the use of `we' could not be avoided by avoiding prose proofs in favor of tabular proofs. Paul didn't like that idea at all: He finds symbols insidious and much prefers prose proofs. But then he had second thoughts, saying that he and Lamport might not disagree too much on the need to rethink the techniques of proof presentation. Outline form not too heavily symbolic ; might be advantageous. Paul said that he casts all possible votes in favor of Rule #9 in 1: Do not echo unusual words. We had been told that this is a good idea because it avoids monotony. Paul says that it is a good idea because two uses of the same word in unrelated passages will be associated in the reader's mind and cause unwarranted connections. Bob Floyd says that it will also cause technical typists to omit all words between the two occurrences. ; Paul's next bugaboo "Do I dare do this thing?" ; was the phrase `he or she' when he feels the traditional neuter pronoun `he' would be sufficient. As soon as he brought this up, Mary-Claire disagreed, but Paul held the floor and quoted from authority by reading Mary-Claire's words from page 4 of her own book: This `his' is generic, not gendered. `His or her' becomes clumsy with repetition and suggests that `his' alone elsewhere is masculine, which it isn't. `Her' alone draws attention to itself and distracts from the topic at hand. Mary-Claire responded, "Deeply moving quotation, but it is not true that the traditional solution to this problem in English is `he'. The traditional solution is `they'." Many people in the audience stated pieces of opinions, but time was nearly up. "To each their own." Paul moved to the next topic: Proof by contradiction. He emphasized that proofs by contradiction should not be used if a direct proof is available. For example, he noted that proofs of linear independence often say, "Suppose the variables are linearly dependent. Then there are coefficients, not all zero, such that . contradicting the assumption that the coefficients are nonzero." This circuitous route can usually be replaced by a direct argument: "If the linear relation . holds, the coefficients are all zero. Hence the variables are linearly independent." Don pointed out that proof by contradiction is often the easiest way to prove something when you're first solving a problem for yourself, but such stream-of-consciousness proofs don't usually lead to the best exposition. Paul wound up his speech by repeating his opening rules: "Do organize, " and "Do not distract." The trouble is that it is hard to say what organization is. But we recognize it when we see it. "Give me a book, or a paper or a manuscript, and I'll tell you if it is organized, " said Paul. [42.

THE INTERNATIONAL CRIMINAL COURT In accordance with Part 1 of the Rome Statute for an International Criminal Court, the Court is established with an international legal personality and will be located in The Hague, Netherlands. Part 2 specifies the Court will have jurisdiction over the crimes of genocide, crimes against humanity and war crimes. One of the significant provisions of the Statute is the clear limitation of the Court's jurisdiction to be complementary to national jurisdictions, only proceeding with a case where a state is unwilling or unable to investigate and prosecute the case itself. Further, the Court can only deal with crimes that occur after it comes into existence. The Crimes The Rome Statute in Part 2 in Article 5 gives jurisdiction to the Court over the most serious crimes of international concern, namely, genocide, crimes against humanity and war crimes. The definitions of these crimes are very detailed and are based on existing customary international law. Crimes against humanity consist of certain acts such as murder, torture or inhumane acts which form part of a widespread or systematic attack directed against the civilian population. The significant element of these crimes is that they must be "widespread or systematic." In terms of what this means there is no one source that identifies a precise definition of these terms under customary law. Further, the Rome Statute and the Annex on the Elements of Crime do not define the terms. However, it is recognized that the ad hoc tribunals for the former Yugoslavia and Rwanda ICTY and ICTR ; have considered and interpreted the substance of their meaning by applying them to real factual situations. With regard to the definition of war crimes, it is those crimes that are committed in both external and internal armed conflicts. This is most significant given that internal armed conflicts have become the most prevalent and troublesome conflicts in our times. War crimes are defined as serious violations of International Humanitarian Law, which involves individual criminal responsibility including crimes relating to the conduct of hostilities, and crimes against protected persons. The crime of genocide is set out in the Statute and reflects the definition in the Genocide Convention. The crime of aggression is also set out as one of the Article 5 crimes. The Court will not be able to exercise jurisdiction over this crime until such time as states can agree upon a definition and relevant preconditions are established and are adopted by a Review Conference to take place seven years after the creation of the Court. Part 2 also provides for specific provisions to deal with the elements of the crimes, preconditions to the exercise of jurisdiction, when.
Submissions were made that the State and Commonwealth Governments should ensure that local governments and communities do not have to bear the social and economic consequences of timber industry related job losses. Industry-related submittors commented that the adoption of current proposals and reduction in sawlog entitlements would have damaging direct and indirect impacts on employment supported by forest industries. Industry collectively identified a potential loss of 300-350 jobs in forest and related activity if the RFA proposals are adopted excluding multiplier effects.

Were expressed from the MT transgene driven by -cardiac myosin heavy chain promoter 18 ; . The regulation of this promoter is not responsive to oxidative stress. Due to the preexisting high levels of MT in the transgenic mice, myocardial oxidative injury was greatly inhibited so that the native MT gene in the heart was not upregulated, leading to no further production of MT in the heart. Thus, the present study suggests that MT may not provide the first line of defense against oxidative stress under physiological conditions, that induction of endogenous MT under oxidative stress conditions may occur as a consequence of oxidative injury, when it may be too late for MT to protect from the occurrence of the injury, and that MT may prevent further oxidative injury, but may not repair the injury that has occurred prior to its induction. Therefore, it is important to critically examine experimental details in the context of preexisting conditions to interpret experimental results, and conclusions should not be drawn only from a simple correlation analysis. The results obtained from the present study also demonstrate that the effective level of MT in myocardial protection against oxidative injury is pharmaceutically inducible. As shown in the transgenic mouse heart, the MT concentrations were about five times more than in the WT mouse heart. Under the treatment with a single dose of DOX at 20 mg kg, MT concentrations in the WT mouse heart were elevated to about four times more than basic levels. It is obvious that DOX cannot be used as an inducer for MT production for the myocardial protection. There are several studies that have shown that several agents selectively elevate MT levels in the heart, such as bismuth subnitrate 31 ; , isoproterenol 32 ; , and tumor necrosis factor- 33 ; . The induction of MT in the heart also inhibited DOX cardiotoxicity 25 ; . Exploring the potential of MT in protection against myocardial oxidative injury would likely result in novel approaches to cardiac medicine. However, for such a development of pharmaceutical inducers for MT production in the heart, several critical issues need to be addressed. First, can elevation of endogenous MT reach an effective level? This question was answered by the present study. Second, are selective agents that can be used to increase MT production in the heart? This question has been answered in several previous studies as indicated above. Third, what is the approach to sustain the induced high level of MT in the heart? This question needs to be addressed in future studies. In conclusion, myocardial MT concentrations can be significantly elevated in response to oxidative stress. However, this elevation likely occurs postoxidative tissue injury as a myocardial adaptive response to damage. Although the elevated MT concentrations can reach a high level that is sufficient to provide myocardial protection against oxidative injury, the delayed production of this protein after damage makes the lack of a correlation between elevation of myocardial MT concentrations and myocardial protection against oxidative injury. Therefore, preexisting high levels.

Half way up the Eiffel Tower is a very large electronic sign counting down the days to the Year 2000. In our facility, as I expect in many others, people are scurrying around compiling lists of equipment which may or may not have some kind of internal clock which may or may not cease functioning at the turn of the millennium. In the Pacific, micro states are vying for the honour of being able to say that theirs is the site of the first dawn of the new age. I not particularly millennium oriented. It is, after all, just the passing of another year in what is primarily a western Christian calendar. Jean and I have not made reservations years ahead to be in the right place at the right time, even if we were able to resolve the question of whether the new millennium actually starts January 1, 2000 or January 1, 2001. I expect that by the time it actually rolls around we may all be a little bored with the whole thing. Non-the-less, it is a good time to take stock of where our Society and the science of toxicology in Canada is today and where we would like to see it go in the next decade or so. STC as an organization has always been relatively small and has focused primarily on communication and education within the discipline of toxicology in Canada. We maintain no office, secretariat or paid staff and we rely heavily on the voluntary contributions of time and effort by our members. Our dues are modest by comparison with most other organizations. Over the years, many colleagues have contributed substantively to the activities and strength of STC. Each year the Society organizes a Symposium that regularly draws a healthy proportion of our membership as well as a strong submission of posters presentations and most gratifying ; good student participation. I personally consider the STC annual Symposium one of the best small meetings around within my areas of interest. Of course all of us also belong to other much larger organizations and attend meetings with multiple simultaneous platform presentations, workshops, short courses, satellite meetings and an inexhaustible supply of poster presentations. These organizations will usually have a permanent office, an Executive Director, an elaborate communications machine, and dues and conference fees to match. Given increasing competition from specialty and subspecialty meetings and decreasing conference travel budgets in every sector, smaller organizations have to work hard to compete. In this increasingly competitive environment, whither STC? Which direction s ; should the Society be taking in the next decade. If we work on the "if it ain't broke, don't fix it " principle, we could and mesoridazine.
